The NEA grant will support Time Bank, an artist residency program where local and national artists will collaborate on community-identified art projects. Community members and resident artists will work together to be a catalyst for creative activity along Lancaster Avenue in West Philadelphia. People's Emergency Center will partner with City of Philadelphia Office of Arts, Culture and Creative Economy, Broken City Lab, and the Mural Arts Program to issue a national call for artists who will lend their talents to address neighborhood needs, such creative signage, murals, metalwork, activation of vacant sites, graphic and urban design. Resident artists will serve for one to six months on community-driven revitalization projects in a West Philadelphia neighborhood that is 81 percent African American with 38 percent of residents living below the poverty line.
