Tips for Creating Meaningful Outcome and Indicator
(Measurement) Statements

Elements of a Meaningful Outcome Statement:

  1. Represents a benefit for individuals, families, organizations, or communities.
  2. Contains only one concept.
  3. Your program’s activities can reasonably influence the outcome.
  4. Key stakeholders accept the outcome as valid for your program.
  5. The outcome is realistic and attainable.

Elements of a Meaningful Indicator Statement:

  1. Measurable: it can be observed, counted, and identified.
  2. Unambiguous: it is specific enough that all can agree that it can be observed.
  3. Essential: it captures enough of the essential components of the outcome to represent the outcome.
  4. Timely: it is likely to occur within the designated timeframe and/or often enough to be useful.
  5. Acceptable: the key stakeholders accept this as a description of what the outcome looks like when it happens.
  6. Manageable: it is cost-effective in terms of effort and real costs.
