  How to Prepare and Submit and Application

NOTICE: Due to Hurricane Sandy, the National Endowment for the Arts is extending the deadline for the Research: Art Works category for all applicants.

The new deadline is November 20, 2012, at 11:59 p.m., Eastern Time. If you have already successfully submitted an application, you do not need to submit it again.


NOTICE: Grants.gov has discovered an issue with the newest version of Adobe Reader XI that may prevent you from submitting your application. We recommend that applicants submit their application using any version below Adobe Reader XI.


To work on your application

  1. Access the Research: Art Works application package on Grants.gov by clicking on the link below:

  2. Then follow the link to "How to Prepare and Submit an Application."

    This link will take you to the instructions and requirements for applicants that are applying under the Art Works category in the FY 2013 Grants for Arts Projects guidelines. Follow these instructions – as modified below – for your Research: Art Works application. Include only the following items:

    •  Application for Federal Domestic Assistance/Short Organizational
       Form (SF-424)

    For the "Project Director" field, this person should be the Principal Investigator who has the authority and responsibility for the proper conduct of the research, including the appropriate use of federal funds. This individual will have primary responsibility for communicating on the scientific and related budgetary aspects of the project.

    •  Project/Performance Site Location(s) Form

    •  NEA Organization & Project Profile Form

    For the "Category" field, select "Research: Art Works."

    For the "Intended Outcome" field:

    Understanding: Evidence of the Value and/or Impact of the Arts is Expanded and Promoted.

    •  Attachments Form to which you have attached:

    Note: Please pay close attention to the instructions below. The requirements for research grants are different from other Art Works disciplines/fields.

    Limit file names to 50 or fewer characters and use only the following characters when naming your attachments: A-Z, a-z, 0-9, underscore (_), hyphen (-), space, and period. If you do not follow this rule, your application may be rejected.

    • Attachment 1: Organizational Background Statement

      This item is not required.

    • Attachment 2: Details of the Project Narrative

      Do not follow the outline in the Art Works instructions. Instead, use the outline below..

      To this button attach an Application Narrative of no more than 10 pages. (Excess pages will be removed and not be reviewed.) The file name should indicate the name of your organization or a recognizable acronym followed by "Narrative" (e.g., "ABCOrgNarrative"). Please organize your response a), b), c), etc. and use the boldfaced language below as a heading for each item.

      1. Research question(s).  Provide detailed information on the topic that will be studied and its significance (i.e., how answering the question may help to guide arts policy and/or practice or otherwise be relevant to the field). Pose clear, concise research questions or hypotheses that will be tested through the project. Provide evidence of the unique potential contribution of this research by citing current literature or existing work on the topic as appropriate.

      2. Research design. Provide a detailed research design, including methodologies to be used to analyze the data, and show how the proposed design is appropriate for answering the indicated research questions.

      3. Data source(s). Describe clearly the dataset(s) to be used in the investigation, including information on sample characteristics and the variables to be used, the data collection procedures, as well as the quality, validity, and reliability of the data. Note whether multiple datasets will be linked to conduct analyses and provide details on how this will be done.

      4. Data analyses. Describe the data analysis procedures. Specify the relation between hypotheses, measures, and independent and dependent variables.

      5. Personnel capability. Describe the qualifications, roles, responsibilities, and percent of time to be devoted to the project for key personnel (curriculum vitae of key personnel are requested as a separate item). Identify the Principal Investigator (also list this person as the Project Director on the Application for Federal Domestic Assistance SF-424). Other Investigators who share authority and responsibility for the research project may be listed as Co-Principal Investigators.

      6. Organizational capacity. Describe the facilities, equipment, supplies, and other resources that will support the proposed activities.

        List any partners for the project and describe their responsibilities and the resources they will provide.

      7. Outline for research report. Provide a draft outline for the research report that will be submitted at the end of the grant period. (See "Administrative Requirements" for additional information.)

      8. Outcome(s) and Measurements. Discuss how your project directly addresses the NEA outcome for Understanding: Evidence of the value  and/or impact of the arts is expanded and promoted.

        Detail how you will measure project goals described in your proposal, and how these goals achieve the NEA outcome.

      9. Schedule of key project dates. If you include activities prior to May 1, 2013, make sure you note that those activities and costs are not included in the project request or the Project Budget.

      10. Plans for reporting and disseminating the study results, including making the report and the data accessible to the public. Where applicable, this should include plans for releasing electronic data file(s), data dictionaries or codebooks, analysis code, and outputs. If you are prohibited from sharing raw data (e.g., per the terms of a restricted-data use license), then describe plans for providing data appropriate for public distribution.

        Also, describe partnerships, if any, for distributing the results.

    • Attachment 3: Project Budget Form

      Clearly itemize the project activities and resources for which you are requesting funds.

      Minimal federal funds may be used to support administrative costs. The purchase of datasets needed for analysis is an allowable cost.

      Colleges and universities may apply a research indirect cost rate for these research projects. However, support of indirect costs will be limited to a maximum of 15% of the total award.

    • Attachment 4: Financial Information Form

      This item is not required.

    • Attachment 5: Biographies of Key Project Personnel (no more than four pages per person)

      To this button, attach curriculum vitae for the key personnel to be involved in the project. The file name should indicate the name of your organization or a recognizable acronym followed by "CV.pdf" (e.g., "ABCOrgCV.pdf").

    • Attachment 6: List of Current Board Members

      This item is not required.

    • Attachment 7: Optional Project Budget

      This item is not required. However, please note that the Project Budget form (described under Attachment 3) is required.

    • Attachment 8: Programmatic Activities List

    • This item is not required.

    • Attachment 9: Special Items

      To this button, attach a single file that includes the items specified below. The file name should indicate the name of your organization or a recognizable acronym followed by "SpecReqs.pdf."

      • Descriptions (e.g., abstracts) about relevant prior research conducted by you or key personnel. Include the type of methodology used and project outcomes, and, if available, links to publications. (No more than three pages.)

      • Examples related to the data collection, such as interview protocols, or key questions from survey instrument(s). (No more than seven pages.)
      • Note: Costs associated with conducting primary data collection are not allowable.

      • Information that documents your organization’s right to access the dataset(s) specified in your application.
      • This must be either:

        • Written permission that grants you the right to access the dataset(s) specified in your application. The written permission must explicitly identify the holder of the access and the date of consent as well as the cost of the dataset(s).

        Or

        • A statement that you have verified that the dataset(s) is in the public domain.

        Or

        • If you will be including the purchase of the dataset(s) in your Project Budget, a statement that guarantees that you will have the right to access the dataset(s). Detail the process that you will use, the date by which you will purchase the dataset(s) and secure access rights, and the cost of the dataset(s).
